The basis of it is:
-you create a folder, and then a folder within that folder
-you download and put the framework file in the outer folder
-you unzip whatever mod file it is you wanted into the inner folder
-clear the 4-5 cache files!
-start your game and see if its there

You should back up your Electronic Arts folder or at least your Sims 3 folder because it also backs up your saves when you back either of those up.
You also need to be aware that you'll have to remove outdated package files before putting the updated ones into the folder because with Mods you can have game malfunctions if you forget to delete the old files before pasting the new ones in the folder.That can even cause save corruption and game file corruption like it did with me when I forgot to delete my old Mods to install the 163 patch level versions.I tried again another time with a reserve game file I had and deleted the old Mods this time and used the Mods I'd used before and it didn't cause any problems other than minor ones I fixed easily with having to make small adjustments with the settings.0 - edited March 2014I use the framework found HERE for installing my Mods.

Tad, you beat me to it. I also use framework. For me it's the easiest way. I use Windows 7 and the explorer has the means to extract files. I do have 7Zip installed, but hardly ever use it. It's a pain in my backside, quite frankly. The big thing is to know if your computer is 32 bit or 64 bit, so that you download the correct framework. Once you get the framework in place, you delete all of your cache files, launch the game and if you don't get the intro music, but go straight to your latest EP loading screen, you've got the framework in just fine. After that launch the game again and go into build mode and start to build something. If you don't get the sparkles, then you really know you're in good shape. After this, you can delete the 'nointro' file from the Packages folder, if you like. I have left mine in, because I always bypass the intro music, anyway.
From there download the appropriate level of the mod you desire (should equal the latest patch you're at) and extract it to the Packages folder. Always, back up your game Saves prior to adding a mod. And delete the cache files before you launch your game.
Once you've done this and launch your game you'll notice (if you installed things correctly) that you'll have a menu screen telling you you have script mods. This is a good thing. Just click on the check mark to remove it and then you can see your game saves.
